The purpose of the work of the Council of Scientists - is to determine the current and future directions of the University. Unite the efforts of the university management, scientific and pedagogical staff, teaching and auxiliary staff in training specialists who meet modern requirements, to carry out the activities of the university in terms of teaching, teaching-methodology, scientific-research and educational activities.

Members  and order of the Council of Scientists:

 The Council of Scientists shall be composed of the following:

1. Rector (chairman of the council), vice-rectors, head of the academic department, deans of faculties, heads of departments, heads of other scientific and pedagogical departments, trade union and student social organizations - according to their positions.

2.Representatives of faculties and other educational structural departments from among leading scientists, professors and associate professors elected by the council of relevant structures.

3. The Council of Scientists may include heads of research and scientific institutions, outstanding science, art and culture workers in the field of training specialists who do not work at the university.

4. The composition of the academic council approves by the rector of the university for a period of 2 years in agreement with the Ministry of Education and Science of the Kyrgyz Republic.

5. The number of members of the Academic Council of the University is 41.

6. The deputy chairperson and secretary of the academic council are elected by open voting at the first meeting of the academic council on the recommendation of the rector.

7. The members of the academic council is announced by the order of the rector of KSU named after I. Arabaev.

8. If a member of the Scientific Council dies, is dismissed (expelled) from the university, as well as transferred from his position to another unrelated position, his replacement is automatically included in the member of the Scientific Council, and he leaves the member of the Scientific Council of the university.

9. In the event that the members of the Council of Scientists leave before the end of their term of office, in order to replenish the specified number, its membership will continue to be formed in the same manner as it was formed at the beginning of the academic year.
